Generate a server user's JWT token

Generates a JWT token for a specified server user. Use the token to debug that user's account or perform an operation on the user's behalf. Handle the returned token as a credential.

Error handling

A 400 is returned when userId is invalid, a 401 when the request is unauthenticated, a 403 when the authenticated user lacks permission to generate user tokens, and a 404 when the user is not found. The userId path parameter must be an integer identifying the server user whose token you need.
