A 400 is returned when the request is invalid, including when projectId is needed but omitted. A 401 is returned when authentication is missing or invalid, a 403 when the authenticated user lacks permission, and a 404 when the project cannot be found. The projectId query parameter must identify the project whose permissions you want to inspect when the credential does not select one project.
